Sparked by rapid development of the Chinese children food industry in recent years, it is unavoidable to see chaos in the children food market. As a result, supervision on children food has been gaining widespread public attention. Many food products marketed towards children with cartoon images or self-labelled “children” are found to contain high levels of salt, fat and/or sugar, despite being more expensive than similar products that are not claimed as children food. This contradicts consumer’s perception that children food is healthier.

In February of 2023, China unveiled 38 national food safety standard drafts. South Korea implemented the Food Additive Code and relaxed restrictions on meat alternatives additives. Japan revised the maximum residue limits for seven pesticides. Indonesia unveiled the List of Permitted Probiotic Microorganisms in Processed Food. India issued the revised guidelines for submission of applications for endorsement of vegan logo. EU proposed restricted uses of PFAS in applications including food contact materials. UK proposed the maximum residue levels for thiram and mefentrifluconazole in certain foods. US FDA released the draft guidance for plant-based milk alternatives. Canada updated the List of Permitted Food Additives. FSANZ consulted on three new food additives.

Taiwan Amends the Residue Limits of 19 Pesticides in Foods

On February 17, 2023, Taiwan Food and Drug Administration released an amendment to Standards for Pesticide Residue Limits in Foods. The revision involves Appendix Table 1 of Article 3, in which 19 types of pesticides are added or amended, covering 107 maximum residue limit items. This amendment took effect on the date of promulgation.

South Korea Updates Health Functional Food Code, Enhancing Material Safety Standard

South Korea updated the Health Functional Food Code on February 17, 2023. The standards of seven notified functional ingredients are modified according to the regular re-examination results. The dietary supplements with Spirulina can no longer be claimed with "beneficial to skin health". The Coleus forskohlii extract (콜레우스포스콜리 추출물) is converted from an individually recognized ingredient to a notified functional ingredient. And the a new efficacy of “blood pressure control" is added to garlic.

China Customs Rejected 162 Batches of Imported Food in January 2023, Including Milk Powder & Probiotics

On February 21, 2023, General Administration of Customs of China (GACC) published the list of non-compliant food products in January of 2023. A total of 162 batches of imported food from 31 countries/regions were rejected.

Taiwan Releases Principles Dealing with Advertisements for Infant and Follow-up Formula, which Benefits Online Sales

On February 14, 2023, Taiwan unveiled the Principles Dealing with Advertisements for Infant and Follow-up Formula (hereinafter referred to as the Principles), which clarifies the advertisements definition and online sales for infant formula, follow-up infant formula, and infant formula for special medical purposes designed for consumers under the age of one. The Principles are supplementary administrative rules instead of regulatory orders, which became effective on the date of the announcement.
