This Decision lists 16 internal procedures for handling the administrative procedures in the field of food safety and nutrition under the jurisdiction of the Ministry of Health.

The 16 procedures are:

1. Issuing certificates of meeting food safety conditions for food production establishments

2. Issuing and re-issuing certificates of facilities meeting food safety  Good manufacturing practices (GMP) requirements for health supplements

3. Issuing health certificates (HC) for food, food additives, processing aids, utensils, packaging materials, and food containers

4. Issuing certificate of free sales (CFS) for exported products

5. Amending, supplementing and re-issuing certificates of free sales for exported food products

6. Registering the advertising content of health supplements

7. Registering the advertising content for medical nutritional foods, foods for special diets, nutritional products for children up to 36 months old (when organization/individual submit a product declaration registration dossier to the Ministry of Health according to regulations in Clause 1, Article 27 of Decree No. 15/2018/ND-CP)

8. Designating food testing facilities to serve state management

9. Designating the food testing facility that has been legally accredited by a Vietnamese organization or a foreign accreditation organization that is a member of the mutual agreement of the International Laboratory Accreditation Association, the Asia-Pacific Laboratory Accreditation Association to assess and grant accreditation certificates according to the National Standard TCVN ISO/IEC 17025: 2007 or the International Standard ISO/IEC 17025: 2005

10. Registering the change or supplementing the scope of designation of food testing facilities to serve state management

11. Registering the renewal of the designation of a food testing facility to serve state management

12. Exemption from inspection and supervision for food testing facility that has been legally accredited by a Vietnamese organization or a foreign accreditation organization that is a member of the mutual agreement of the International Laboratory Accreditation Association, the Asia-Pacific Laboratory Accreditation Association to assess and grant accreditation certificates according to the National Standard TCVN ISO/IEC 17025: 2007 or the International Standard ISO/IEC 17025: 2005

13. Registering the product declaration for domestically produced health supplements, mixed food additives with new uses, food additives not on the list of additives allowed for use in food, or not suitable for use as prescribed by the Ministry of Health

14. Registering the product declaration for imported health supplements, mixed food additives with new uses, food additives that are not on the list of additives allowed to be used in food or not suitable for use as prescribed by the Ministry of Health

15. Registering the product declaration of domestically produced medical nutritional foods, foods for special diets, and nutritional products for 36-month-old children (when organizations or individuals follow provisions of Point c, Clause 1, Article 8, Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government)

16. Registering the product declaration of imported medical nutritional foods, foods for special diets, and nutritional products for children up to 36 months of age (when organizations or individuals follow provisions of Point c, Clause 1, Article 8, Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government)
