Before an importation activity is carried out, the importer or his agent shall check whether the goods to be imported are a category of goods prohibited or restricted from their importation by reference to the Regulation.
If the goods to be imported are found to be subject to this order, the importer or his agent shall ensure that all requirements under this order are fulfilled and complied with.
