1. This Circular details and guides the implementation of a number of articles in Decree No. 52/2013/ND-CP dated May 16, 2013 of the Government on e-commerce regulating business activities on e-commerce websites, procedures for notification, registration of e-commerce websites, registration of e-commerce website credit assessment activities and information publication on the E-commerce Management Information Portal.

2. This Circular does not apply to websites operating in the fields of finance, banking, credit, insurance; websites buying, selling, exchanging money, gold, foreign exchange and other means of payment; websites providing online game services, betting services or prize-winning games. These websites are subject to the regulation of the relevant specialized management laws.
