This Circular establishes a framework for the implementation and use of the upgraded eServices System for the electronic registration of processed food products in the Philippines. It aims to enhance regulatory efficiency, ensure consistent compliance, and strengthen the FDA's digital service delivery.

The scope applies to all processed and pre-packaged food products, except locally manufactured milk and dairy products. It governs the initial registration, amendment, renewal, and reapplication of such products, as well as the cancellation and correction of Certificates of Product Registration (CPRs) that were originally filed through the eServices System. This circular repeals FDA Circular No. 2020-033.
