China CFDA Revises Requirements for Infant Formula Recipe Registration Application Dossiers

On May 25, 2017, China CFDA announced the revision of “Items and Requirements of Application Materials for Registration of Infants and Young Children Milk Powder Formula Recipes (Trial)” (see revised version from here). The revision this time has greatly simplified the requirements for the application dossiers, which will facilitate the application of receipt registration for both domestic and overseas infant formula enterprises.

China Infant Formula: CFDA Finalized Labeling Requirements for Infant Formula Recipe Registration

On May 25, 2017, China CFDA released the finalized version of “Technical Guidance for Labeling of Infant Formula Recipe Registration” (see the final version from here), which becomes effective on the day of announcement. China Implements Safeguard Measures for Imported Sugar

On May 22, 2017, the Ministry of Commerce of China announced new safeguard measures for imported sugar to buffer the sharp increase in the volume of imported sugar. Duty under safeguard measures will be charged for imported sugar for 3 years, starting from May 22, 2017 to May 21, 2020.

China Infant Formula: OEM Brands Invest Heavily in Infant Formula Plant Acquisition

After the January 1st 2018 infant formula registration deadline there will be great change in China’s infant formula market. Just over half a year remains to meet registration requirements. It is reported that many infant formula manufacturers have already submitted the application for recipe registration to CFDA. Chinese authorities have also began the process of auditing domestic infant formula plants, and the audit of overseas infant formula plants will be started in Q3. It is expected that the list of the first batch of registered infant formula recipes will be published soon in May or June.

China CFDA Finalized Health Food Filing Guidance and Auxiliary Material Directory

On May 2, 2017, China CFDA finalized the “Health Food Filing Guidance” (see draft version from here), as well as auxiliary material directory for health food filing and major production techniques. CFDA has been accepting health food filing application since May 1, 2017. As the first batch of health food raw materials have already been released (see CL news report on Jan. 16, 2017), the regulatory system regarding health food filing has been basically established.

China to Regulate Imported Foods without Comparable Chinese National Food Safety Standards

According to Article 92 of the Food Safety Law, imported foods, food additives and food-related products shall comply with China’s national food safety standards. It is also stipulated that as of 1 Oct 2015 Chinese industrial standards and company standards shall no longer be referenced during importation. However, there are still special cases in which the imported food has no comparable Chinese national food safety standard.
