Center for Food Evaluation, State Administration for Market Regulation (CFE) updated the collection of Q&A Regarding Infant Formula Recipe Registration on December 24, 2021. At present, CFE gives answers to 82 questions, 30 questions are for the research and development of recipes, 25 for quality and technique, 14 for label and instruction, 2 for certification document and 11 for others.

What are the requirements for marking "originally canned" on a sample label?
It should be detailed to specific country or area, e.g. “Originally canned in XX (country/area)”
Do I need to declare the content which is displayed on the top of the can, the top of the box, the hangtag and the white sticker?
According to “Technical Guidelines on Labeling for Registration of Infants and Young Children Milk Powder Formula Recipes (Trial)”, product label of infant formula refers to the characters, graphs, symbols and all exponents attached on the minimum sales package of the product. Therefore, the content displayed on the top of the can, the top of the box, the hangtag and the white sticker should be declared together with the sample label.
Can we highlight the information in the ingredient list or the nutrition fact on the sample label by font size or color difference?
No. According to GB7718, it is forbidden to use font size or color difference to mislead consumers.
What are the requirements for the graphics on the sample label?
The graphics marked on the sample label should follow the requirements specified in "Administrative Measures for Registration of Infant and Young Children Milk Powder Formula Recipes", “Technical Guidelines on Labeling for Registration of Infants and Young Children Milk Powder Formula Recipes (Trial)”, “SAMR Notice on Further Standardization of Infant Formula Labeling Requirements”, etc. For example, graphics related to babies should not be marked on the sample label.
What are the requirements for the sample label?
Color printing is required for the original and photocopies of the sample label. The text in the sample must be legible.
