On 14 May, China CNCA, NHFPC and MOA jointly published the Announcement 12 of 2013 to allow 32 agencies to carry out re-testing on food. This is the second batch and early in 2011, the first batch of 104 institutions was released.
According to article 60 of the Food Safety Law, no food can be exempt from inspection. In case that a food testing is required during law enforcement, the executive departments of quality and technical supervision, industry & commerce along with food and drug administration should entrust a food testing agency to conduct the food testing. In event of any disputes over the testing results, food companies can request a re-testing.
The residue of pesticide and veterinary drugs, heavy metals, illegal addition of food additives or other hazardous or toxic substances, biotoxins, nutritional ingredients and other quality indicators are main test targets. If food manufacturers are dissatisfied with the results, they can apply for a re-testing to one of 136 agencies.
The initial and re-testing must be performed in different authorized agencies.
