China is one of world’s biggest importers of edible oils. One third of edible oils consumed in China are from overseas manufacturers. The government has understandably placed a huge emphasis on the safety of edible oils over the past several years ago. This year, regulatory focus was shifted towards source control. AQSIQ officials recently visited many of China’s major edible oil trade partners to inspect the food safety management systems operating in these regions.
AQSIQ visited Malaysia and Indonesia which are China’s major palm oil trade partners as well as Singapore which is an international palm oil trade hub. The meeting offered AQSIQ officials a good chance to get to grips with foreign administrative system for edible oils, including the quality control systems, regulatory frameworks, inspection measures and lab resources available. AQSIQ also visited local plantations where they collected information about plant growing conditions and production technologies. Local manufacturers and traders were invited for open discussion during a round of face-to-face meetings.
The rapid growth of food imports in China has meant that port inspections are no longer adequate to ensure food safety. Onsite inspections are expected to be conducted more frequently in the future. The Chinese government has introduced a new trial food safety model which requires supervision of the whole supply chain as follows:
Source control and full supply chain management will be instituted and overseas inspection rules for imported foods shall be established.
Risk assessment will be performed on imported foods
A risk warning system will be developed.
