According to the Free Trade Agreement made between China and New Zealand, China may apply special trade safeguard measures on the agricultural goods listed in the following table in the form of an additional customs duty if the volume of import exceeds a certain limit level for that product.

The import tonnage limit of milk and cream products until the year 2015 is 133675 tons. Recently, China Customs reported that as of the 5th of Jan 2015, the total volume of imported milk & cream in solid form and concentrated milk & cream (excl. in solid form) (HS Code: 04021000, 04022100, 04022900, 04029100) amounted to 179186.49 tons. According to provisions of China’s trade protection policy, China will apply an additional customs duty (most-favored-nation tax) on these milk & cream products from the 7th of Jan 2015.
