On 26 Aug, NHFPC (former MOH) released the Announcement 2 of 2013 to approve 1 new food additives, expand the use of 7 existing food additives and add quality specification requirements for 1 nutritional fortification substance- Fructooligosaccharide.
The newly-approved food additive is potassium polymetaphosphate, which can be used as humectant, raising agent, acidity regulator, stabilizer and anticaking agent.
4 existing food additives with increased maximum dosage:
sodium stearoyl lactylate, calcium stearoyl lactylate
butylated hydroxyanisole (BHA)
propyl gallate (PG)
dimethyl dicarbonate
3 existing food processing aids with enlarged scope of application:
carnauba wax
ascorbic acid (vitamin C)
caprylic capric triglycerride
In China, substances can be used as a food additives if they are
covered by the two national food safety standards GB 2760-2011 Standards for Uses of Food Additives and GB 14880-2012 Standards for Uses of Nutritional Fortification Substances in Foods; or are new food additives approved by MOH or now NHFPC; and
used within the allowable application scopes and maximum levels
GB 2760-2011 specifies application principles of food additives and lists food additives that are allowed to be used in food. Besides, it also stipulates the additives’ scope of application and maximum levels or residue limits and classifies food additives into 23 varieties based on their functions, totaling over 2,400 food additives.
However, due to technical innovation and improvements in production process, certain additives are no longer required. In addition, ranges of applications of certain additives have been increased or max permissible limits changed. New additives have also been approved after the issue of GB 2760-2011, so to keep in pace with the real situation, the MOH issued the draft of GB 2760-2011 which has incorporated all of these changes for public comments (see Chemlinked news on 11 Apr). Since the draft was released early in March, the potassium polymetaphosphate is not listed in it.
