On Feb. 21st, 2022, eight departments (including Ministry of Finance, National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Ecological Environment, Ministry of Agriculture and Rural Affairs, Ministry of Commerce, General Administration of Customs, and Endangered Species Import and Export Management Office of PRC) jointly announced to optimize the List of Import Goods through Cross-border E-commerce. The new list will be effective starting from Mar. 1st, 2022.
Compared with the current 2019 version, the optimization lies in the following aspects:
1. Add 29 items into the positive list
The competent authorities newly include 29 popular items into the positive list based on the increasing consumption demand of the products such as tomato juice, crocus, other scallop, etc. It is noteworthy that crocus and other scallop can only be imported through bonded warehouse mode.
2. Adjust the tariff code based on the recent adjustment of tariff rules
The new list adds the HS codes of 115 items, among which 41 are food products, including frozen scallop, birds’ nest, olive oil, etc. In addition, HS codes of 80 items are abolished.
3. Adjust the remarks of 206 items
Among the 206 items whose remarks are revised, 119 of them belong to food products. One of the key revisions lies in that some products have restriction in the way of CBEC importation. That is, those CBEC-traded products can only be imported via bonded warehouse mode. The categories involved are dairy products, fresh and dried nuts, dried fruit like dried apple and dried apricot, pepper, etc.
For some animal and plant products, the 2019 version stipulates that they cannot be imported through CBEC if it is listed in the Import and Export Wild Species Product Category. Apart from this requirement, the new positive list adds that the enterprise should also provide certificate issued by Endangered Species Import and Export Management Office of PRC, proving that their products do not belong to Import and Export Wild Species Product Category.
4. Remove one item from the positive list
The new list canceled the item “other sword, scimitar, bayonet, spear and similar weapon and their components; other scabbard and sword scabbard”.
