On March 28, 2025, the Food Safety and Standards Authority of India (FSSAI) published the Food Safety and Standards (Packaging) First Amendment Regulations, 2025, clarifying the rules regarding the use of recycled Polyethylene Terephthalate (PET) in food packaging. The amendment came into effect immediately.
The amendment modifies sub-regulation (4)(e) of regulation 4 of the Food Safety and Standards (Packaging) Regulations, 2018, as follows:

(e) Products made of recycled plastics including carry bags may be used for packaging, storing, carrying or dispensing of food products as and when standards and guidelines are framed by the Food Authority. Such packaging materials shall also comply with any other national standards/regulations as applicable. [Operationalized w.e.f. | (e) Products made of recycled polyethylene terephthalate (PET) may be used for packaging, storing, carrying or dispensing of food products as and when standards and guidelines are notified by the Food Authority and such packaging materials shall comply with national standards or regulations as applicable to such materials. |

Introduction of Food Safety and Standards (Packaging) Regulations
The Food Safety and Standards (Packaging) Regulations, 2018 was published in the Gazette of India, Extraordinary, Part III, Section 4 vide notification number File No.1-95/Stds/Packaging/SP(L&C/A)/FSSAI-2017, dated the December 24, 2018. Prior to this amendment, it had already been amended twice:
(1) Food Safety and Standards (Packaging) First Amendment Regulations, 2022, notification number F.No. Std/SP-08/A-1.2019/N-01, dated January 25, 2022; and
(2) Food Safety and Standards (Packaging) Second Amendment Regulations, 2022, notification number F. No. Std/SP-20/T(Migration-N), dated August 30, 2022.
