Indonesia Amends Requirements for Low Acid Processed Food in Hermetic Package

On May 15, 2025, Indonesia BPOM issued Regulation No. 14 of 2025 on Amendments to BPOM Regulation No. 27 of 2021 on Requirements for Low Acid Processed Food in Hermetic Package. The new regulation took effect immediately upon issuance.

The amendment primarily revises Article 7 of BPOM Regulation No. 27 of 2021, which pertains to the use of Hurdle Technology—a food preservation method combining multiple techniques such as temperature control, water activity (aw), pH, redox potential, atmospheric modification, and/or the use of preservatives or antimicrobials. Details are as follows:

(1) Hurdle Technology as referred to in Article 3 paragraph (2) letter c is applied to create conditions that inhibit the growth and/or inactivate Clostridium botulinum.

 

(2) Hermetically packaged Low-Acid Processed Food using Hurdle Technology must be validated through a Challenge Test.

 

(3) The Challenge Test must comply with the requirements set out in Appendix III, which forms an integral part of the regulation.

(1) Hurdle Technology as referred to in Article 3 paragraph (2) letter c is applied to create conditions that inhibit the growth and/or inactivate Clostridium botulinum spores.

 

(2) Hermetically packaged Low-Acid Processed Food using Hurdle Technology must be validated by:

a. Challenge Test; or

b. meeting the specified criteria for conditions that inhibit the growth and/or inactivate Clostridium botulinum.

 

(3) The Challenge Test, as referred to in point (2)(a), must follow the guidelines outlined in Appendix III, which forms an integral part of this regulation.

 

(4) The types of Low-Acid Processed Food using Hurdle Technology and the criteria for inhibitory conditions will be determined gradually by the Head of the Agency.

In addition, new rules for transitional period are stipulated:

  • Products with distribution permits issued prior to the enactment of this regulation must comply with the new provisions within 24 months.

  • Applications for distribution permits submitted before this regulation took effect will continue to be processed under the previous regulation but must also comply with the new provisions within 24 months.

  • For micro and small enterprises, the compliance deadline is extended to a maximum of 36 months.
