On May 23, 2018, China’s Premier Li Keqiang chaired the State Council Executive Meeting during which he introduced measures to accelerate the rejuvenation of the domestic dairy sector and ensure the quality and safety of dairy products in China. The plans include:
Introduce higher quality dairy genetics/breeding programs, build a national core breeding farm and strengthen the production of high quality forage material.
Tighten quality and safety supervision, revise and improve national standards for raw milk and sterilized milk, and establish a traceability system to comprehensively track each link in the supply chain and offer full product life cycle quality and safety assurance.
Provide the dairy industry with support, including financial insurance and land.
According to Zhu Danpeng a noted China food industry commentator, China dairy industry "backed by stringent national standards, intensified supervision, strong support in insurance or other financial areas, and an upgraded consumption structure is sure to make important improvements".
Song Liang, senior China dairy industry expert echoed this statement stating that "one of the important steps to take is to revise the national standards on raw milk and sterilized milk”. The current standard on raw milk, first unveiled in 2010, lags behind international reference standards and has been the subject of widespread criticism due to its leniency on indexes such as bacteria and protein minimum level particurly when compared to its predecessor the 1986 raw milk standard. Indeed many domestic enterprise have taken the initiative in this area and drafted more demanding industry standards. Song also suggested that labeling should include raw materials, their mix ratio, and reconstituted milk claims.
The measures aim to boost China's dairy industry and are the next phase in China's plans following on from the 2013 State Council Executive Meeting in which the central government urged rebuilding of consumer confidence in domestic dairy products.
