The General Administration of Customs of China finalized revision to 45 regulations as stipulated in notification No.243. Most notable is the finalization and detailing of its new position as coordinator of overseas manufacturer registration (previously handled by AQSIQ through actions of subordinate department CNCA and required for dairy, meats, aquatic animal products, birds nest) and its undertaking of all duties associated with quarantine inspection of imports/exports. The major changes are detailed below:
GAC will take over the registration and supervision of overseas manufacturer of imported food from CNCA, and is responsible for formulating, adjusting and publicizing applicable scope of overseas manufacturer registration. (registration procedure has been adjusted accordingly, see picture below)
Replace “Administration of Quality Supervision, Inspection and Quarantine (AQSIQ)” or “inspection and quarantine authority” with “GAC” or “the customs” where there are im-/ex-port inspection and quarantine requirements;
Use a digital auto-check system to review required licenses and documentation online.
