China Customs Details Rules and Facilitation Measures for the 2nd China International Import Expo

GAC rolled out 13 measures to facilitate customs clearance for exhibitors during the upcoming 2019 CIIE. Lists of prohibited and restricted items were revealed concurrently.

On July 9, 2019, China General Administration of Customs (GAC) publicized two documents titled Facilitation Measures and Rules of Customs Clearance in support of the upcoming 2019 China International Import Expo (CIIE) in November.[1]

To improve the 2019 expo the GAC will implement 13 new measures to accelerate customs clearance for exhibitors, including formulating lists of prohibited items and restricted items, setting up a customs service in the expo avenue, using an intelligent supervision system, streamlining the quarantine process etc. [2]

Rules of Customs Clearance[3] details exhibit filing rules, review and expo access, declaration, inspection and approval, supervision during expo, disposal of items on display, equipment of journalists. Lists of prohibited items and restricted items were attached as appendixes at the end of this document along with the catalogue of plant-origin and animal-origin products and other special stuff subject to pre-approval requirement.

  3. The formula shall be registered by SAMR (former CFDA)

Prepackaged foodFor display:
  1. be exempt from sampling

  2. No Chinese label required

For free trial and taste:
  1. Conduct sampling according to inspection results

  2. no Chinese label required

For sale:
  1. Chinese label is required

  2. Health food shall be filed or registered
