In December 2025, the Ministry of Commerce of the People's Republic of China (MOFCOM) and the General Administration of Customs (GACC) have jointly issued Announcement No. 90 of 2025, releasing the Catalog of Goods Subject to Automatic Import License Management (2026) (hereinafter the Catalog). Notably, whey products were added into the Catalog under the following HS codes:
