Indonesia Issues New Food Packaging Regulation with Positive and Negative Lists

Indonesia BPOM issued Regulation No. 11 of 2026 on Food Packaging, a comprehensive framework for food-contact packaging materials that sets migration limits, lists permitted and prohibited substances, and replaces the 2019 rule. A 12-month transition period applies to existing products.
On June 23, 2026, Indonesia's Food and Drug Authority (Badan Pengawas Obat dan Makanan, BPOM) promulgated BPOM Regulation No. 11 of 2026 on Food Packaging ("Kemasan Pangan"). The regulation is published in the State Gazette of the Republic of Indonesia No. 433 of 2026 and replaces BPOM Regulation No. 20 of 2019 on Food Packaging.
