China Lifts Pre-Import Quarantine Approval for Certain Animal and Plant Products

On June 29, 2024, General Administration of Customs of China (GACC) issued a notification announcing the removal of the quarantine approval requirement for certain imported animal and plant products. Seven kinds of products are affected:

1. Plant-derived feed

2. Plant-derived fertilizers and cultivation media

3. Plant derived Chinese medicinal materials

4. Tobacco

5. Fresh vegetables

6. Feed fish meal

7. Animal skins

Importers of these products no longer need to apply for an import animal and plant quarantine license from customs. However, the products must originate from countries or regions that have been granted quarantine access in China, and the overseas production, processing, and storage enterprises must be registered with the GACC. Upon entry into the country, these goods must be declared to customs and undergo inspection and quarantine in accordance with regulations.

If there is any change in the commodity code or inspection and quarantine code corresponding to the listed products, the latest code information published by the GACC shall prevail. Additionally, the GACC will dynamically adjust the list of products requiring quarantine approval based on changes in quarantine risk status and evaluation results of the imported animal and plant products.
