Under the draft policy, overseas food enterprises are responsible for the safety of imported food, and should appoint a domestic company to assist with recall operations.
On September 9, 2025, China’s State Administration for Market Regulation (SAMR) issued a draft announcement titled Further Strengthening Recall Oversight for Cross-Border E-Commerce Retail Imported Foods for public consultation.
