1. China’s SAMR has released a draft Administrative Measures for Commodity Barcodes to modernize management, explicitly expanding the definition to include QR codes.
2. The draft simplifies barcode administration and registration by designating SAMR as the sole authority and shortening approval timelines.
3. New rules clarify barcode use for OEM products, encourage barcode-based traceability, and maintain registration requirements for overseas barcodes, with implementation planned in 2026.
On December 25, 2025, China's State Administration for Market Regulation (SAMR) released the draft Administrative Measures for Commodity Barcodes for public consultation. The draft aims to modernize and streamline the management of commodity barcodes, adapting to new technologies and market practices. Key updates include expanding the definition of barcodes to officially include QR codes and simplifying administrative procedures for registration. The proposal is open for public feedback until January 24, 2026, and is set to replace the current version implemented in 2005.
