China Updates List of Animal-Origin Food and Feed Ingredients Banned from Import Due to Epidemic Outbreaks

On May 21, 2025, the General Administration of Customs of China (GACC) released an updated list of animals and their products prohibited from import due to animal disease outbreaks in their countries or regions of origin.

A critical point for enterprises to note is that while the list is titled based on prohibited animals and their products, it also extends to the use of these items as ingredients in the manufacturing of food and feed, including pet food. This prohibition is in place because the epidemics could potentially affect the health of human, feed animals and pets.

Consequently, it is crucial for enterprises to consult this list before importing relevant food and feed products into China. The current list indicates that certain animals and their products from 146 countries/regions across five continents are banned from export to China.

The Bovine Spongiform Encephalopathy ban in this table does not include cattle hides, milk and milk products, bovine semen, bovine embryos, protein-free tallow and its related products, bone-derived calcium phosphate (containing no protein or grease), industrial gelatin and collagen processed entirely from leather or hides, photographic gelatin, feed and related products of non-ruminant origin (unless prohibited by the exporting country or region), and bovine blood products (where donor cattle did not undergo compressed air/gas injection into the cranial cavity or pithing before collection) that meet relevant quarantine requirements.
The Bluetongue disease ban in this table does not include animal hides and fur that meet relevant quarantine requirements.
The Lumpy Skin Disease ban in this table does not include bovine skeletal muscle that meets relevant quarantine requirements.

The Schmallenberg virus ban prohibits the direct or indirect import of listed commodities produced after June 1, 2011.
