EU Proposes to Update Protein Requirements for Infant and Follow-on Formula Manufactured from Protein Hydrolysates

The European Commission is proposing to amend the specific compositional requirements for infant and follow-on formula manufactured from protein hydrolysates, paving the way for new, scientifically-approved ingredients to enter the market. On November 14, 2025, the Commission notified the World Trade Organization (WTO) of a draft Delegated Regulation to update the existing rules. The consultation period for this draft is open for comments until January 13, 2026. The new regulation is proposed for adoption in the second quarter of 2026 and will enter into force 20 days after its publication in the Official Journal of the EU.
