China GACC Clarifies New Registration Rules: Timelines and Essential Guidance for Overseas Food Manufacturers

China’s GACC will fully implement the new Regulations on the Registration and Administration of Overseas Manufacturers of Imported Food on June 1, 2026, with all procedures handled via the CIFER system and typical applications processed in about 20 working days. The new framework (including list registration, clearer documentation rules, and automatic renewals for most manufacturers) is designed to streamline registration, enhance traceability at customs clearance, and maintain food safety while facilitating stable trade with China.

This year marks a significant shift in the regulatory landscape for food products imported into China. The General Administration of Customs of China (GACC) will officially implement the new Regulations on the Registration and Administration of Overseas Manufacturers of Imported Food (hereinafter referred to as the new Provisions) on June 1, 2026. This was followed by crucial supporting documents in March, including the revised Catalogue of Imported Foods Requiring Recommendation for Registration by Competent Authorities and the List of Foods Not Subject to Automatic Registration Renewal.
