On October 10, 2022, Indonesia Food and Drug Administration (BPOM) opened the Draft Regulation of the Food and Drug Supervisory Agency concerning Processed Food Registration for public feedback. All concerned stakeholders can submit their opinions in the online format till October 14, 2022.
The draft is constituted of ten chapters, specifying the general requirements, procedures and fees, period of validity, as well as expert review of processed food registration in Indonesia. Six annexes are attached, demonstrating the requirements for creating electronic account and the registration of processed food (including new, renewal and alteration registration), as well as the basis of the determination of processed food risk grade. Major contents include:
1. General requirements
All domestically-produced and imported processed food, including food additives for retail, are required to register with BPOM to obtain the circulation permit (PB-UMKU) before circulating in the Indonesian market. The registration requirements differ depending on different risk grades of processed foods. In addition, they must comply to related Indonesian regulations on safety, quality, nutrition and labeling requirements. 11 kinds of processed foods are exempted from registration, such as those whose shelf life is less than seven days and those are not sold directly to consumers.
2. Registration procedures
The registration of processed food shall be finished via the electronic system on BPOM website, which requires the applicant to apply for an account first. For imported products, the applicant shall be the importers with supportive documents. The specific procedures for the new registration, registration renewal and registration alternation of processed food are stated in Chapter 2.
3. Term of validity
The term of validity of PB-UMKU is five years, which can be prolonged via registration renewal. It is forbidden to produce or sell processed food with expired PB-UMKU.
4. Transitional provisions
The draft is set to be effective immediately after its official release. BPOM Regulation No. 27 of 2017 Processed Food Registration and its Amendment will be repealed at the same time.
For applications submitted before that, they will still be processed as per BPOM Regulation No. 27 of 2017 Processed Food Registration. For PB-UMKUs approved before the effective date, they will remain valid until expiration. For expired PB-UMKUs, a renewal of registration should be finished within 12 months after expiration as per the latest regulation.
