Indonesia Overhauls Food Recall System with Updated Regulatory Framework

The new regulation establishes a more detailed and stringent framework for the recall and destruction of processed food, replacing the previous 2017 regulation. Key changes for businesses include an expanded scope covering the entire production chain, a significantly extended timeline for Class III recalls from 60 to 180 days, and more formalized procedures for traceability systems and product destruction.

On July 28, 2025, Indonesia BPOM enacted Regulation No. 22 of 2025 on the Recall and Destruction of Processed Food, which came into force immediately. The new regulation revokes and replaces the former BPOM Regulation No. 22 of 2017.

This updated regulation aims to strengthen consumer protection by providing a more comprehensive and robust legal framework for food business operators. It introduces clearer definitions, revised timelines, and more detailed procedural requirements for managing non-compliant processed food products in the Indonesian market.
