Indonesia Proposes New Regulation on Quarantine Documents and Seals of Animal, Fish and Plant Products

On July 4, 2024, Indonesia notified WTO via G/SPS/N/IDN/149 titled Draft Decree of the Chairman of the Indonesian Quarantine Authority Concerning Quarantine Documents and Seals, which aims to enhance the control and security measures in the quarantine process for animals, fish, and plants.

Background 

With the release of Presidential Regulation No. 45 of 2023 on the Indonesian Quarantine Agency, the Indonesian Quarantine Authority is officially designated as the Border Authority responsible for the oversight of animals and animal products, fisheries and fish products, as well as plants and plant products. This designation shifts the authority and functions of animal and plant quarantine from the Ministry of Agriculture and fish quarantine from the Ministry of Fisheries and Marine Affairs to the Indonesian Quarantine Authority, making it the sole official border competent authority.

Key provisions 

1. General requirements  

For each entry, exit and/or transit, all carrier media of pests are subject to quarantine and/or supervision measures in Indonesia. These carrier media include:

  • animals and animal products

  • fish and fish products

  • plants and plant products

  • food

  • feed

  • genetically engineered products

  • genetic resources

  • biological agents

  • invasive foreign species

  • wild plants and animals

  • rare plants and animals

  • others

2. Quarantine documentation  

The draft mandates the use of standardized quarantine documents for various activities including the inspection, treatment, and transportation of quarantine subjects (animals, fish, and plants).

The quarantine documents can be classified into two types:

  • Final or main documents, such as transportation equipment transit certificate, carrier media transit certificate, rejection letter, etc.

  • Process or supporting documents, such as prior notification, transportation equipment arrival report, transport equipment load mutation report, etc.

Detailed instructions for filling out and utilizing these documents are provided in the annexes of the draft, ensuring uniformity and compliance across all quarantine facilities.

3. Quarantine seals 

Seals are required to secure the transportation and handling of quarantine subjects. These seals, which are red, must be applied by quarantine officers to items such as transport vehicles, containers, and quarantine facilities. The sealing is a critical measure to ensure the quarantine integrity of transported goods and to prevent unauthorized access and tampering during the quarantine period.

4. Enforcement and compliance 

Quarantine officers are responsible for implementing and monitoring the proper use of these documents and seals. Any breaches or non-compliance are subject to stringent penalties to uphold the quarantine standards.

Existing quarantine documents and seals may continue to be used for up to six months after the new regulation comes into effect, allowing a transition period for stakeholders to adapt to the new requirements.

5. Official reporting 

The draft outlines the necessity for official reports on activities such as rejections, destructions, and sealing processes. These reports must be signed by the quarantine officers and submitted to the appropriate authorities within the agency.

This proposed regulation is part of a broader effort to modernize and enhance the efficacy of Indonesia's quarantine system, signaling a significant step forward in consolidating the nation's biosecurity measures.
