On January 20, 2025, Japan's Ministry of Health, Labour and Welfare (MHLW) announced that PET bottle preforms are classified as "packaging materials". As a result, enterprises involved in preform manufacturing must submit a business notification. Additionally, imports of PET preforms are now subject to declaration as food-related imports.
The revision takes effect immediately, but businesses are granted a transition period until May 31, 2025, during which they may continue operations under the previous rules.
What is a preform?
A preform is a small, test-tube-shaped PET piece used as a precursor for plastic bottles. Instead of molding bottles directly from melted resin, manufacturers first produce preforms, which are then stretched and blown into their final shape. This process enhances the strength and clarity of the PET material. Moreover, preforms are easier to store and transport than fully formed, larger bottles.
Notification requirements for PET bottle
A PET bottle is made up of components, such as a cap and the bottle itself, before food is placed inside. These components may be produced by different manufacturers, so each producer of individual parts is required to submit a notification.
Moreover, manufacturer must also meet the standards in two areas: "qualification" and "HACCP-based hygiene management".
1. Qualifications of Food Hygiene Supervisors
Enterprises handling food or related processes must appoint a Food Hygiene Supervisor. To qualify, one must complete a 6-hour training course and register with the health department. Certain professionals, such as nutritionists or chefs, are exempt from training. This qualification is essential for anyone involved in food-related businesses.
2. Hygiene Management Based on HACCP
HACCP is a globally recognized system that identifies and reduces risks, such as foodborne illnesses or contamination, throughout the food production process. It requires businesses to manage inspections, records, and monitoring. Small-scale operators can apply simplified HACCP approaches for hygiene management.
