Japan Proposes Draft Guidelines for Front-of-Package Nutrition Labeling

The Guidelines apply to prepackaged processed foods, excluding alcoholic beverages and special dietary foods, and outline Japan’s FOPNL requirements on format, serving unit, nutrients, and placement.
Japan’s FOPNL is voluntary for food enterprises and is not incorporated into the mandatory Food Labeling Standards.
On September 22, 2025, Japan's Consumer Affairs Agency (CAA) issued the Draft Guidelines for Front-of-Package Nutrition Labeling (hereinafter the Guidelines) for public comments. The Guidelines address key aspects including background, objectives, definitions, scope, and basic labeling methods. Notably, the Guidelines serve as voluntary recommendations and are not incorporated into the mandatory Food Labeling Standards at this stage.
