Ministry of Agriculture and Rural Affairs Unveils Updated Pet Food Regulations

New and updated pet food regulations were unveiled to regulate the licensing, labeling, sanitary index, ingredient and additives etc.

On April 27, 2018, China’s Ministry of Agriculture and Rural Affairs released Announcement No.20, introducing several new/updated pet food regulations

  • Sanitary Regulation for Pet Food

  • Application Materials Required for Licensing Compound Feed

  • Application Materials Required for Licensing Premixture

According to the announcement, manufacturers exporting feed to China will require a registration certificate. Exporters without a valid certificate must obtain one before Sep 1st 2019.

Feed ingredients and additives used during feed manufacturing must comply with rules in the “Catalogue of Feed Additive Varieties”, “Catalogue of Feed Ingredients” and “Feed Additive Safe Use Code”. A compliant Chinese label is to be attached to the package of pet food. Sanitary indexes shall be in line with requirements in “Sanitary Regulation for Pet Food”. Compound feed and premixture require record filing.

All imported pet food shall be labeled with country of origin in Chinese, manufacturer, production site, sales organization and its address, as well as contact information. Compound feed and premixture shall also be labeled with the import registration certificate number.
