New Zealand Proposes Amendments to High-Risk Food Import Requirements, Including Dairy

The proposal replaces the current general schedule of high-risk foods with dedicated sections tailored to individual categories. This restructuring is intended to enhance regulatory transparency and provide importers with more precise guidance. While changes largely formalize existing practice for dried spices, dairy, and BMS, importers of frozen berries and tahini/sesame paste will face significantly tighter sourcing, certification, and border‑testing obligations and should review supplier food safety management systems and GFSI certification status by early 2026.

In December 2025, Ministry for Primary Industries (MPI) released a draft proposal to update its import requirements for several categories of high-risk foods. The proposed changes, detailed in a new draft of the Food Notice: Requirements for Registered Food Importers and Imported Food for Sale, aim to enhance food safety by providing clearer, more detailed, and risk-based rules for importers.
