Shenzhen Implements First Local Food Safety Supervision Provisions

Shenzhen will become the first province in China to implement stricter food safety requirements than those stipulated in national standards. Special foods (Infant formula, health foods, FSMP etc.) will be a major focus of Shenzhen’s new supervision plans.

Shenzhen's new food safety supervision system named "Food Safety Supervision Provision", entered into force on May 1st, 2018, stipulating that Shenzhen food and drug administration is allowed to establish local standards more stringent than national or provincial requirements to regulate food quality, nutrition and health, process control and etc.

Special food, including health food, food for special medical purposes, infant formula food and other major/complementary food aimed at specific groups, is a major focus of the new scheme. Much of the new standard development process and future sampling inspection will be geared towards these sectors. Enterprises engaged in special food business will also be key supervisory targets and will be prompted to establish or optimize existing internal electronic food traceability systems.

In case of non-compliant use of food raw materials and food additives, food business operator and legal representative/responsible person will be subject to special supervision and notified by related department as well as financial institutions.
