Singapore Revises the Import Requirements for Specific Ready-to-eat Food, Including Infant Formula

Singapore revises the microbiological test requirements for the import of specific ready-to-eat (RTE) food, including infant formula, mooncakes and coconut products.

On November 21, 2022, Singapore Food Agency (SFA) amended the Import Requirements of Specific Food Products. The revisions involve the microbiological test requirements for importing the following ready-to-eat (RTE) food:

a. infant formula

b. traditional cakes & nasi lemak

c. coconut products—coconut milk, grated coconut, jelly coconut, shelled coconut

d. minimally processed cut/peeled fruit & veg

e. mooncakes

f. packaged mineral and drinking water

g. ice

h. grounded civet coffee (kopi luwak)

i. other imported food products

Infant Formula

For powered formulas, importers shall submit the test report with the following microbiological parameters:

  1. Total colony count

  2. *Total coliform

  3. *Faecal coliform

  4. *Escherichia coli

  5. *Enterobacter sakazakii (Cronobacter spp)

  6. Salmonella spp.

  7. Staphylococcus enterotoxin (or Stapylococcus aureus)

*Enterobacteriaceae test can be accepted as a test method for total coliform, faecal coliform, Escherichia coli and Enterobacter sakazakii (Cronobacter spp).

For powered formulas, importers shall submit the test report with the following microbiological parameters:

  1. Enterobacteriaceae

  2. Escherichia coli

  3. Enterobacter sakazakii (Cronobacter spp)

  4. Salmonella spp.

  5. Staphylococcus enterotoxin (or Stapylococcus aureus)

Traditional Cakes & Nasi Lemak

Importers shall submit the microbiological test report with the following parameters:

  1. Total colony count

  2. Fecal coliform

  3. Escherichia coli

  4. Staphylococcus aureus

  5. Bacillus cereus

Importers shall submit the microbiological test report with the following parameters:

  1. Escherichia coli

  2. Staphylococcus aureus

  3. Bacillus cereus

Coconut Products

Importers shall submit the microbiological report with the following parameters:

  1. Total colony count

  2. Fecal coliform

  3. Escherichia coli

  4. Salmonella

  5. Staphylococcus enterotoxins

Importers shall submit the microbiological report with the following parameters:

  1. Escherichia coli

  2. Salmonella

  3. Staphylococcus enterotoxins

Minimally Processed Cut/ Peeled Fruits and Vegetables

For the RTE MP fruits and MP leafy vegetables, importers shall submit the microbiological test report with the following parameters:

  1. Total colony count

  2. Fecal coliform

  3. Escherichia coli

For the RTD MP fruits and MP leafy vegetables, importers shall submit the microbiological test report with the following parameters:

  • Escherichia coli

Mooncakes

Importers shall submit the microbiological test report with the following parameters:

  1. Total colony count

  2. Fecal coliform

  3. Escherichia coli

  4. Staphylococcus aureus

  5. Salmonella

  6. Bacillus cereus

  7. Listeria monocytogenes (for snow skin mooncakes only)

Importers shall submit the microbiological test report with the following parameters:

  1. Escherichia coli

  2. Staphylococcus aureus

  3. Salmonella

  4. Bacillus cereus

  5. Listeria monocytogenes (for snow skin mooncakes only)

Packaged Mineral and Drinking Water

Importers shall submit the health certificate to reflect the following microbiological parameters:

  1. Total colony count at 37ºC for 48 hr

  2. Total coliform

  3. Fecal coliform

  4. Escherichia coli

  5. Fecal streptococci

  6. Pseudomonas   aeruginosa

  7. Sporulate sulphite-reducing anaerobes

Importers   shall submit the health certificate to reflect the following microbiological   parameters:

  1. Total coliform

  2. Fecal coliform

  3. Escherichia coli

  4. Fecal streptococci

  5. Pseudomonas aeruginosa

  6. Sporulate sulphitereducing anaerobes

Ice

Importers shall submit the laboratory report to reflect the following microbiological parameters:

  1. Total colony count at 37ºC for 48 hr

  2. Total coliform

  3. Fecal coliform

  4. Escherichia coli

  5. Fecal streptococci

  6. Pseudomonas aeruginosa

  7. Sporulate sulphite-reducing anaerobes

Importers shall submit the laboratory report to reflect the following microbiological parameters:

  1. Total coliform

  2. Fecal coliform

  3. Escherichia coli

  4. Fecal streptococci

  5. Pseudomonas aeruginosa

  6. Sporulate sulphite-reducing anaerobes

Civet Coffee (Kopi Luwak)

Importers shall submit the laboratory report to reflect the following microbiological parameters:

  1. Total colony count

  2. Fecal coliform

  3. Escherichia coli

  4. Staphylococcus aureus

  5. Bacillus cereus

  6. Salmonella  

  7. Shigella  

  8. Escherichia coli O157:H7

Importers shall submit the laboratory report to reflect the following microbiological parameters:

  1. Escherichia coli

  2. Staphylococcus aureus

  3. Bacillus cereus

  4. Salmonella

  5. Shigella

  6. Escherichia coli O157:H7

Other Imported Food Products

Such products may be subject to inspection and sampling instead of laboratory test reports. SFA may test food products for the following microbiological test parameters:

  1. Colony count/ plate count

  2. Coliforms

  3. Faecal coliform

  4. Escherichia coli

  5. Escherichia coli O157

  6. Salmonella

  7. Bacillus cereus

  8. Bacillus enterotoxins

  9. Clostridium perfringens

  10. Listeria monocytogenes

  11. Staphylococcus aureus

  12. Staphylococcus enterotoxins

  13. Clostridium botulinum

Such products may be subject to inspection and sampling instead of laboratory test reports. SFA may test food products for the following microbiological test parameters:

  1. Enterobacteriaceae

  2. Escherichia coli

  3. Escherichia coli O157

  4. Salmonella

  5. Bacillus cereus

  6. Bacillus enterotoxins

  7. Clostridium perfringens

  8. Listeria monocytogenes

  9. Staphylococcus aureus

  10. Staphylococcus enterotoxins

  11. Clostridium botulinum
