On June 30, 2025, South Korea's Ministry of Food and Drug Safety released draft amendments to the Health Functional Food Labeling Standard for public consultation. Stakeholders are invited to submit comments by July 7, 2025.
The proposed amendments are in line with a previous legislative notice on draft revisions to the Enforcement Rule of the Act on Labeling and Advertising of Foods.
The key proposed amendments to this Standard are summarized as follows:
For a product providing labeling information electronically via QR codes, at least three ingredient names must be displayed directly on the food packaging. These should prioritize the main ingredients that indicate the product's functionality, followed by other ingredients listed in descending order of usage. Besides, if certain ingredients are subject to origin labeling under the Act on Origin Labeling of Agricultural and Fishery Products, the ingredient names along with their origin information may be included in the information display panel.
Meanwhile, the font size of labeling items required on the product packaging must be at least 12 pt. However, if space is insufficient, the following applies:
For information panel areas ≥ 100 cm² but < 200 cm²: minimum 10 pt
For information panel areas ≥ 50 cm² but < 100 cm²: minimum 7 pt
For information panel areas < 50 cm²: minimum 6 pt
