Taiwan Stipulates Names and Labeling Requirements of Milk Beverages and Powder

On 20 Feb 2014, TFDA released Provisions on Names and Labeling Requirements of Milk Beverages and Powder. The Provisions was drafted on the legal basis of the Act Governing Food Sanitation and will become effective on 1 Jul 2014.

Proper names of products under the category of milk beverages and powder are elaborated in line with their respective attributes, which include fresh milk, ESL milk, flavored milk, ESL flavored milk, milk drinks, milk powder and modified milk powder.   Specific labeling requirements of prepackaged dairy products inclusive of the category are illustrated accordingly. For instance, fresh milk products shall be labeled as “fresh milk” or “cow/goat milk”. ESL milk shall be labeled as “ESL milk”, “cow/goat milk” or other equivalent wording, in cases where ESL products are not labeled “ESL milk”, the Chinese characters for ESL milk shall be marked on the outer packing.  Only products using more than 50% of milk or ESL milk as raw materials can be named by "flavored milk" or be labeled "flavored milk" on the outer packing.

For ESL milk, ESL flavored milk and ESL drinks, the explanation of the sterilization method shall be clearly outlined on the packing in Chinese language. Similarly, the percentage of powder content for modified milk powder shall be clearly labeled in Chinese as well. The special requirements of font size and color are also detailed.

It is highlighted that the provisions do not apply to baby formula.
