On June 3, 2025, the Taiwan Food and Drug Administration promulgated the revised Regulations Governing the Product Names and Labeling of Prepackaged Milk, Sterilized Milk, Flavored Milk, Milk Drink, and Milk Powder. Compared with the previous version, updates are summarized as follows:
Clarification of dairy product definitions
(effective July 1, 2026)
The term "Fresh Milk(鮮乳) " is replaced with "Milk (食用動物乳)" to provide a more precise definition.
The definition of fortified milk(強化食用動物乳) is clarified that it refers to dairy products made from raw milk with added nutrients naturally present in raw milk, and must be refrigerated after pasteurization. The content of milk fat or lactose may be adjusted.
The definition of fortified sterilized milk is newly introduced.
The definition of fortified milk powder is further clarified

Introduction of new labeling requirements for products with adjusted ingredients
(effective July 1,2027)
1. For milk, fortified milk, sterilized milk, fortified sterilized milk, milk powder, and fortified milk powder products with adjusted milk fat, "Milk Fat Adjusted" or equivalent terms must be clearly displayed in the product name or in an easily visible section of the outer package. Besides, if the adjusted milk fat content meets relevant standards, the product can be labeled with "Whole", "Low-Fat", "Skim" or equivalent terms. For example:

2. If the adjusted lactose content meets relevant standards, the product can be labeled with "Low Lactose", "Lactose-Free", or equivalent terms.

3. For fortified milk, fortified sterilized milk, and fortified milk powder products, the term "Fortified" must be clearly displayed in the product name or in an easily visible section of the outer package.
Requirement for indication of expiration date and storage conditions
(effective July 1,2027)
Milk, fortified milk, sterilized milk, fortified sterilized milk, flavored milk, sterilized flavored milk, milk drinks, and sterilized milk drinks shall clearly declare the expiration date and storage conditions of the product in Chinese on an easily visible section of the package.
Introduction of new labeling requirements for font size of liquid milk product labels
(effective July 1,2027)
When labeling the product name, adjusted ingredients, fortified ingredients, and milk powder content, the font size of labels for liquid milk product should be adjusted based on the product volume.

Inclusion of infant formula
(effective immediately)
Infant formula, follow-up infant formula, and infant formula for special medical purpose fall within the scope of this regulation.
Penalty
(effective immediately)
Products not in line with the regulation or found to be inaccurate, exaggerated, or likely to cause misunderstanding, will be subject to appropriate measures as per relevant regulations.
