Vietnam's Ministry of Industry and Trade (MOIT) is establishing criteria for using labeling terms such as "Made in Vietnam" and "Products of Vietnam" on domestic products to supplement the existing regulatory framework. Currently, a lack of such specific regulations has led to confusion, as some domestically manufactured products in Vietnam, including those made from imported raw materials, are simply labeled as "Products of Vietnam" or "Made in Vietnam".
To address this issue, the MOIT has proposed new rules regarding the labeling of Vietnam as the origin of goods. Under the proposed rules, only the following goods would be considered as "Made in Vietnam":
Goods of pure Vietnamese origin
Goods produced in Vietnam using all Vietnamese-sourced raw materials
Goods that undergo their final processing stage in Vietnam, where this processing fundamentally alters the nature of the product
In addition, the MOIT has clarified that products undergoing only simple processing or assembly in Vietnam would not be recognized as "Products of Vietnam" or "Made in Vietnam".
