According to Article 96 of Food Safety Law, if overseas enterprises plan to trade foods to China,
the involved overseas manufacturers shall get registered with General Administration of Customs in China, also called GACC (View more at A Tutorial Guide & FAQ for GACC Overseas Food Manufacturer Registration);
the overseas exporters (or their agents) and importers in China shall get themselves registered as well.
In this article, ChemLinked explains the registration steps for overseas exporters.
Many enterprises are informed to register themselves at the previous registration system (http://ire.customs.gov.cn/) by their competent authority, partners in China, etc.. Although this system is now expired, stakeholders can still get access to the new registration platform through the previous one. (Or stakeholders can go to Step 3 directly to get access to the new registration system.) Here are the steps.
Step 1: The first step is to log in the previous registration system and click the button “login” of the registration system for exporters.
Step 2: You will see a pop-up notification, which reveals that the original system is now incorporated into a GACC platform. Hence, we need to click the text in red, which means “Internet + GACC”, then the page will jump to the new platform. To old users, they can log in the new platform with “registration record number” as the user name.

Step 3: To new users, after logging in this website, click the words in the red box, which means “new user registration”.

In this step, the website will pop up a reminder “please download the client control for IC card/Key, otherwise, IC card/Key cannot be used”. As we will log in the system by user accounts, so just click cancel.
Step 4: See this page and click the words in the red box, which means “register as an overseas enterprise”.
Step 5: Click “EN” to choose language as English and finish the application of user account. Blanks with asterisk (*) are mandatory to be filled in. Others are optional.

Step 6: After getting the account, go to the page in step 3, click “用户密码” (user password) first, input the account info and captcha and click “登录” (log in).

Step 7: The page will jump to the registration system automatically. Enterprises shall finish the information listed below and then click “submit”. All registered overseas exporters can be find in this list.
