The draft updates permitted ingredients and sweeteners, sets numeric limits for preservatives, and introduces zero-tolerance microbiological criteria for Salmonella and Listeria monocytogenes. 3. Enhanced labeling and import rules, including detailed declaration of inclusions and a remaining shelf-life of at least two-thirds at import, will require manufacturers and importers to adjust formulations, testing, and supply chain management.
