China Consults on Amending Excessive Packaging Rules for Canned Food and Cereal-based Complementary Infant Foods

1. On November 25, 2025, China’s MIIT released the draft No. 3 Amendment to GB 23350-2021 on restricting excessive packaging for foods and cosmetics, open for comments until January 24, 2026. 2. The draft refines k-values for canned foods by subcategory and significantly relaxes requirements for non-meat/fish canned products (e.g., canned fruits and vegetables) while keeping canned livestock, poultry, and aquatic products unchanged. 3. The amendment tightens packaging requirements for infant cereal complementary foods by lowering the k-value from 6.0 to 4.5, requiring more compact packaging to maintain compliance.

On November 25, 2025, China's Ministry of Industry and Information Technology (MIIT) released the draft of the No. 3 Amendment to the mandatory national standard GB 23350-2021 Requirements of Restricting Excessive Package - Foods and Cosmetics for public consultation. The draft proposes to refine the packaging requirements for canned foods by setting different necessary space coefficients (k-values) for different subcategories and adjusts the k-value for certain infant foods. The deadline for providing feedback is January 24, 2026. The amendment is scheduled to enter into force on the date of its official promulgation.
