China Consults on Licensing Regulation for Bulk Road Transport of Key Liquid Foods

On September 15, 2025, China’s State Administration for Market Regulation (SAMR) released a package of draft regulations to strengthen the safety and oversight of bulk road transport of key liquid foods. In line with the recent amendment to the Food Safety Law, which introduces a licensing system for bulk road transport of key liquid foods, the draft regulations detail the new licensing framework, define the catalogue of regulated foods, and mandate consignment note to enhance full-chain traceability.
