China Amends Food Safety Law to Regulate Bulk Liquid Food Transport and Liquid Infant Formula Milk

China will implement a new licensing system for the bulk road transport of designated “key liquid foods” and has introduced significant penalties for non-compliance.
Liquid infant formula milk will be subject to the same mandatory product registration requirements as infant formula milk powder.
On September 12, 2025, the Standing Committee of the 14th National
People's Congress (NPC) of China officially passed the decision to amend the Food
Safety Law of the People's Republic of China. The amendment,
which will take effect on December 1, 2025, introduces
targeted measures to address emerging food safety challenges. The key
changes include establishing a new licensing framework for the bulk
transport of certain liquid foods and bringing liquid infant formula
under the existing product registration management system.
