China Consults on the Draft GB 13432 Regarding the Labeling of Prepackaged Foods for Special Dietary Uses

1. China released a draft revision of GB 13432 that tightens labeling rules for prepackaged foods for special dietary uses, including mandatory declaration of saturated fat and sugar and new 120% upper tolerance limits for restrictive nutrients.
2. The draft significantly restricts claims for infant nutrition products by prohibiting all content and effect claims for nutritional components in infant formula and FSMP for infants, and refines conditions for other content and effect claims via new appendices.
3. Product classifications and labeling exemptions are restructured, requiring companies to review formulas, recalculate nutritional values, and redesign labels to comply once the new standard is finalized.
On April 17, 2026, China released a draft1 for comments on 37 National Food Safety Standards, including the revised National Food Safety Standard for the Labeling of Prepackaged Foods for Special Dietary Uses (GB 13432)2. The draft introduces significant updates to mandatory nutritional labeling, tolerance limits, claim regulations, and product classifications to better align with the current food safety regulatory framework. The deadline for public feedback is June 6, 2026.
