China to Establish Blacklist of Unqualified Imported Foods

China’s AQSIQ released on 14 Apr 2014 “Detailed Rules for the Administration of Bad Records of Imported Foods”, which will become effective since 1 Jul 2014.

Upon the official establishment, AQSIQ will take charge of the general adverse record management. Disposal measures against involved importers and products have been laid down by AQSIQ (see affix 1&2 in the official announcement). Meanwhile local CIQs will be assigned the obligations of implementing specific control measures on serious cases as well as collecting adverse record.

As for the registered importers of imported foods those are listed in “Implementation Catalogue of Registration of Overseas Manufacturers of Imported Foods” (see AQSIQ Announcement 62 of 2013), violations will be punished by CNCA according to “Administrative Provisions on Registration of Overseas Manufacturers of Imported Foods” (AQSIQ Order No. 145 of 2012), including rectification within a time limit, suspension or rescission of registration. In addition, the adverse record will be reported to AQSIQ.
