China AQSIQ Food Importer Blacklist

1. AQSIQ will record both unqualified imported foods and importers in a publically available blacklist. 2. Non-compliant importers and overseas manufacturers mentioned in the blacklist could suffer financial losses due to loss of reputation.

With the implementation of “Detailed Rules for the Administration of Bad Records of Imported Foods” from 1 Jul 2014, overseas food manufacturers, exporters, Chinese importers and distributors importing substandard foods to the Chinese market will be publically blacklisted by AQSIQ (see CL Food News on 21 Apr 2014). This issue was emphasized by the official Mr. Lin Wei from AQSIQ during the APEC High-level Regulation-Industry Food Safety.

Blacklisted companies will be subject to risk control supervision according to the severity of their problems. A series of testing reports must be submitted to prove that all subsequent imported products conform to national standards. Blacklisting means companies must undergo an extended verification process and delays in importation which will have a significant financial impact on affected companies. The new regulation highlights testing reports be issued by accredited foreign or domestic testing labs. It is recommended that imported foods are tested in Chinese food labs recognized by local CIQ. It is also worth mentioning testing reports submitted to CIQ must reflect results of products in the actual shipments made.
