China Health Foods: New Requirements for Health Food Registration

During the REACH24H Food Summit held on Sep. 17-18, 2015, health food expert Mr. Lin Fei from China’s National Institute for Food and Drug Control concluded the major changes and new requirements for health food registration in China from the newly released draft of “Administrative Measures of Registration and Filing of Health Food”.

The major changes are:

  • The registration of health foods developed by two or more companies should be applied by one of these companies involved. The applicant applying for change and renewal of health food registration should be the holder of the approval certificate.

  • The time limits for completion of work by governmental examination and approval departments has been specified in the new regulation, including the time limit for registration acceptance, technical review, registration approval, etc. This will increase the working efficiency of the government officers, and shorten the timeframe of the whole process of health food registration.

  • The applicant should apply for the extension of a health food approval certificate three months prior to the expiry of the certificate.

  • The health food approval number will be cancelled if the health food associated with the number is not produced or sold within the validity period of the registration certificate, or if the certificate expires without being renewed.

  • The registration and filing of health foods from Hong Kong, Taiwan and Macao should refer to relevant procedures of imported health foods.
