China Overseas Dairy and IF Manufacturer Registration Updates

On Dec. 28th, 2018, GAC released details on the latest updates for registration of dairy product manufacturers approved to export to China. 19 countries are affected including the Netherlands, France, Denmark, New Zealand, Australia, Cyprus (first time), Britain, Mexico, Italy, Lithuania, Switzerland, Germany, Greece, Ireland, Belarus, Ukraine, Sweden, Malaysia and Portugal.

Only 2 infant formula manufacturers were approved. Here's a quick overview of important recent updates in infant formula manufacturer registration approval:

• Australia: 1 manufacturer altered its manufacturer name and Camperdown Powder Pty Ltd added a certificate for organic products. Camperdown is the manufacturer purchased by Bellamy's Organic in 2017. Bellamy's still cannot export its core products, specifically its flagship organic milk powder product to China through traditional trade channels

• Denmark: 1 enterprise altered the manufacturer address

• New Zealand: "Health Pak Limited" has not been added to the list of approved infant formula manufacturers. GAC approved its manufacturer registration application for other dairy products.

• Netherlands: GAC newly approved 1 manufacturer called Veembedrijf A. Buisman B.V.

          Buisman was founded in 1922, located in Zwolle. It started to produce infant formula in 2006.

• France: GAC newly approved 1 manufacturer called Blédina STEENVOORDE. Blédina is a division of Groupe Danone. The registration they got this time is for infant formula liquid milk.

As for dairy products, take New Zealand as an example, GAC approved 8 manufacturers.

• Health Pak Limited

According to its official website, it is one of New Zealand’s largest contract packaging companies and the country’s leading supplier of guest toiletries and amenities to hotels, motels & airlines. Up to now, dairy products are just a small part of their business.

• Dairy Nutraceuticals Limited

It is a dairy processing and nutritional food manufacturer, established in 2016. They now have 3 series of infant formula, besides they also produce FSMP.

• Kisco Foods International Limited

A division of a Japanese company, KUZE CO., LTD., whose main products are sauce products.

• Open Country Dairy Limited

According to its official website, it is the second largest global exporter of premium Whole Milk Powders, producing milk fats, milk powders, milk proteins and cheeses for both local and global markets worldwide.

• Mataura Valley Milk Limited

Founded in 2008, this company focuses on producing milk and nutritional powders. It caters to infants, toddlers, and adults. As of July 28, 2016, Mataura Valley Milk Limited operates as a subsidiary of China Animal Husbandry-Industry (Group) Corporation.

• New Zealand New Milk Limited

Registration approval for both bovine dairy and goat or sheep dairy.

• Fonterra Limited (approval No. 7073) and Fonterra Limited (approval No. 1541)

It is worth noting that Fonterra has had two of its manufacturing facilities for cheese and other products approved. In July of 2017, Fonterra announced it was to build two cheese factories in Canterbury to satisfy the market demands in Asia. According to its official release on Feb 12th, their global cream cheese sales increase 24% last year.

Fonterra's director of global foodservice, Grant Watson, said, "In markets like China – where dairy hasn't traditionally been a staple – there are fewer pre-conceived notions around how it should be eaten, and with that, we're seeing remarkable versatility in their dairy applications. Arguably some of the most innovative dairy product development anywhere in the world is happening right now in China."
