During the executive meeting of the State Council held on 14 May 2014, the Draft of the Revised Food Safety Law (FSL), China’s overarching legislation for food, was approved in principle.
Compared to the current FSL, the main changes will be:
Stricter management over each stage including manufacture, distribution and catering service, etc. More responsibilities will be shouldered by food manufacturers and operators, and a traceability system will be developed.
Increase supervision and institute more severe punishment for violations.
To improve the risk monitoring & assessment system and the food safety standard system.
To encourage and reward public reporting on food issues and to establish communication between competent authorities and consumers, industry associations and media.
The FSL draft has already undergone public consultation last year (See Chemlinked News 4 Nov 2013). Pending further slight modification it will be submitted to the Standing Committee of National People’s Congress (NPCSC) for final deliberation.
