China's Dual-Track Import System

  • General Trade (GT): This is the traditional import route. Products must obtain official registration or record-filing from the State Administration for Market Regulation (SAMR) and display the "Blue Hat" logo on their packaging. This process normally takes 1 to 3 years but allows products to be sold across all online and offline channels (pharmacies, supermarkets, etc.) with approved health claims.

  • Cross-Border E-commerce (CBEC): This channel allows international brands to sell directly to Chinese consumers via designated e-commerce platforms (e.g., Tmall Global, JD Worldwide) without the "Blue Hat" certification. While faster and less restricted by quotas, products are treated as personal imports, cannot legally claim health functions in China, and are restricted to online sales.

While CBEC has long served as a "testing ground" for international brands, there are growing signs of stricter regulatory oversight, particularly in the wake of a recent fake "imported" health food scandal. More importantly, products imported via CBEC may no longer benefit from exemptions from the "blue hat" registration requirement in the future.

New Import Policies Under Yiwu's Regulatory Reform

As part of China's broader trade reform agenda, Yiwu has been selected to pilot new mechanisms for imported consumer goods. To address high compliance costs and lengthy approval timelines, the city has introduced targeted incentive policies to streamline the import of health foods.

Traditionally, obtaining the "Blue Hat" certification can take 1-3 years. Yiwu now offers a dedicated fast-track mechanism, providing enterprises with specialized guidance and more efficient communication with national authorities. This significantly shortens the product filing and registration timeline, enabling products to reach the market much faster than the standard process. In addition, the city offers complimentary product liability insurance to reduce operational risks.

Benefit 2: Lower Costs with Subsidies 

To alleviate the financial burden of compliance, Yiwu offers substantial subsidies covering a significant portion (up to 60%) of the service fees associated with health food filing and registration. Furthermore, if the imported products achieve strong sales volumes, additional financial incentives are available, drastically reducing the upfront capital requirements.

Benefit 3: Stronger Sales Support 

Imported health food brands are prioritized for access to premium commercial spaces and digital trade platforms. Support packages also include waived venue fees for product launch events, paired with marketing assistance and traffic-driving initiatives to enhance brand visibility among domestic buyers.

Notably, the policies are currently set to run through the end of 2026, creating a limited window of opportunity for overseas brands.
